Look at the TLD proposals as ICAAN would.  IOD has little access to the money required.  (Neulevel and Afiliass had lots of cash behind them).   IOD proposed to spend $12 million just on the .web launch.  Where the heck would that money come from?   You'd have to register a ton of names to earn back $12 million.  And IOD wanted to use an ad firm that has most experience selling Toyotas.  Just doesn't seem like IOD has the resources to go big-time.  The again Afiliass had money and managed to screw stuff up.
