What about the missing 71,000,000 + New.Net Users ? You seem to be assuming that people get the legacy root or an alternate root. What about people who do not use any root, and instead point directly to TLD clusters ? Should the "exclusive root" become the norm ? (i.e. the collection of TLDs in all the roots ?) What happens if a TLD can not be reached by a large population of users ? Are all users required to have access to the .XXX TLD servers ?
