a modest landrush application processing fee? Sure. And
while it would be nice if that would be refunded in the event that a name was taken
during the sunrise period, doubt if it's "fraud" to keep it. Stupidity is not fraud.
Incompetence is not fraud. Obtaining a domain by knowingly and intentionally stating
false trademark data...now that's a horse of a different color. Knowingly and intentionally
selling more tickets to the ball that already sold out...same stable.
