... one registrar (Register.com) says a particular .BIZ name is "already taken", but a different registrar (Bulkregister.com) says that name is available. 

And of course, the "whois" information isn't available.

ICANN is cynical and doesn't care if speculators get burned while ICANN, the registries, and registrars try to get their shit together.  After all, we are just lowlife speculators. 

I think speculators should have a voice within ICANN.  How 'bout that?  Speculators fuel the registrars and registries with cash, but are lambasted and disdained by the industry, in general.  ICANN makes decisions on new TLDs based on factors including how speculators will act and react. 

ICANN's root is the cash cow.
