They do it so they can get out of it if the shit hits the fan in court by pleading incompetance. Every step of the way even there have been unexplained actions and uncertainty. It was the same when ICANN chose who was to be the registry. It was the same bullshit uncertainty in the sunrise, the same in the landrush, the same now with sunrise challenges, and you can bet your arse it will be the same in landrush 2/ corrupt profit maximising auction if there is such a thing.
