I think they own or have very close ties to that registrar. The case of closed queues was never even discussed because Afilias and ICANN have their hands full with obvious Sunrise cheats. Even if they revoke their accredition, it would have served its purpose and nothing would stop them from applying again under a different corporate entity. The rules will always favor an insider....
