The more I think about it, the more I conclude that the DoC want a hold on the Internet - as more and more business moves online, a greater percentage of it will be online. I'm sure the DoC likes the idea of having control over the infrastructure of The World's economy.

ICANN have probably been told to keep their mouths shut. Of course Afilias etc can thrive in this kind of smokey far from transparent culture. Claiming that ICANN is transparent and accountable is a LIE that they propagate.

Given the grip that the DoC has on the World economy, I think the decisions are not being taken by a few lame-arse quango executives in ICANN. They are pawns. The real decision makers are unseen, hiding behind many bureaucratic levels of silence.
