Alice Registry demanding a copy of the TM certificate shows there is one or two honourable registrars out there. Registrars in each country could have done the same thing. The reason it was not made a condition of registration, is because the whole thing was bull* propaganda. It is clear to me, Sunrise was an excuse to screw as much profit as was possible from the corruptly managed situation.
