You've effectively answered your own question when you say that the challenges of
the non-priority challengers are deemed terminated if they are not re-challenged
by the set deadline. If the non-priority challengers had not reissued their challenge
again (in this case by the deadline of 26 December 2001) and the new registrant (previously
successful challenger) be challenged by Afilias/WIPO and not successfully defend
their registration, then I would imagine the name would be re-released to the general
pool, not made avaialable to the challenger who was previously next in line.
