The dot-biz round 2 is a fiasco. Most registrars submitted only 1 applicant
per domain name, whether first-come, first-served or by auctioning off the position.
That grants unfair advantages to some at the expense of others. That also violates
Neulevel's requirement that registrars submit all applicants [even the multiples]
for randomization in their queues being submitted for the Round Robin process. In
addition, the auctions also violate California lottery law. Furthermore, most registrars
closed their queues 1 or 2 [and a few even 3 or more] days earlier than Neulevel's
March 4, 2002 deadline.
