During the round-robin process, the selection order of
the Registrars will be randomized, and the individual applications within each Registrar's
queue will be randomized. When a selection round reaches an application for
a name that has not yet been selected, that application will result in the registration
of the name. When a selection round reaches a name that has already been awarded,
application and that Registrar will be skipped.
