Subject:	But why are Afilias offering a Country name in the Landrush 2?

Why is a name like Schottland (German for Scotland) being offered in the second Landrush, if country names are not meant to be released? Does Scotland not count as a separate country? What is the Afilias and the ICANN policy on this matter?
