The Internet is the single most individual empowering tool ever 
created. We are
empowered through knowledge which is no longer 
maintained by a few.  So,
ICANN must carefully consider policies that 
mitigate indivual empowerment. ICANN
must strive to diseminate 
knowledge to every corner of the globe, and not limit
it to a few with   
politcal and economic clout. Domains are PUBLIC
and leased for a specific time period. To me, this 
means that they are not owned
by any entity other than the PUBLIC, and 
acquistion of a TLD is not a trademark
infringement.
Domains are PUBLIC, and no one should be offered preference to any
TLD, other than provisions established by ICANN.
Domains are for the benefit
of all, and no one should be permitted to 
squat on a TLD.
ICANN should discourage
entities form leasing TLDs just to keep them 
from P
