This isn't going to happen. The online porn industry
won't migrate to a .sex domain and vacate the .com domain unless forced to do so,
and there's no way to force them to do so. The US can pass a law requiring it and
the porn industry (that isn't already offshore for other reasons) will simply choose
a non-US registrar and server, and if you block it they'll find another, and another... This
apart from the fact that the porn industry has shown no interest in following netiquette,
they're not above hijacking, spoofing, theft, and are of course a major source of
spam and UCE. They'll push and break any envelope you try to put them in. That's
assuming you or anyone could come up with a clear and common definition of what is
offensive, which won't happen either. As suggested elsewhere, the best of a bad
lot of answers might be to create a chartered restricted .kids domain. I think it
should be one of the first new TLDs as a proof of concept.
