As you said, CC belongs to a country. They're not talking about re-assigning country codes for commercial use!  They're talking about adding new TLD's!  like net.org.com, these are not country codes. I think its nuts to think that CC stands for credit card by the way. Every commercial web site, takes credit cards...big deal!
