Why not let any top level be a possibility?
It will open up for creativity at this point which I believe is a part of the internet and therefore also should exist in the development of top level domains.
Another important aspect is that by allowing any combination for the top level domain it will become more difficult to "block" the use of certain domain names.
In my case I would like to use my family name as a domain. But somebody tents to register all odd names - including rare family names - in order to get some money in an easy way. They have no intention of using the names, they just hope that the name will be worth enough to somebody so that he/she will be willing to pay a fortune.
By making any extension available it will become too expensive for this type of people to "block the road" for the more serious ones.
