Yes. ICANN should determine full details of its corporate partners or individuals and seek references (as appropiate) for them. Underwriting or bonds could be considered.

Q64: If a company has significant operational or policy positions not yet filled, how should ICANN evaluate the level of competence of officers and employees?
Insufficient staffing should be a reason for rejection.

Q65: How should ICANN evaluate the competence of officers and employees?
References should be required.
