One issue that needs to be addressed is who will be the
adjudicatory body(s) in cases of conflict, and what law(s) will govern. These are
exceedingly difficult issues. In trademark situations, the problem of conflicting
marks can often be solved by resort to limiting the registration by classification
or region, but that won't work for and inherently international multilingual internet.
Furthermore, the whole point to the use of names instead of numbers in addresses
is to simplify public access to a site with a "friendly" name. Adding some kind of
geographic or classification limitation on the address would defeat the point of
friendly addresses, as the public wouldn't understand the system.
