It seems to me Rosenthal is not just some programmer who has registered .web names through IOD. Because if he had he would obviously want pre-registrations to stand upon a roll-out of a new gtld. Otherwise if he wants to throw away his money, why wouldn't he just give it to charity - he also claims to care about the greater good. My belief is that most likely he represents interests from a competing registrar or registry (maybe even Network Solutions)and has thus claimed to have .web pre-registrations that he feels he or anyone else has no entitlement to.
