to consumers as alternatives to .com? A23: To delegate a meaningful TLD string
to an organization that can succesfully compete in the international market. Ideally,
this organization should be able to have a network of Registrars worldwide, or be
open to accept without delays registration services from all ICANN accredited Registrars.
