icann's policy about the new tdl's needs to be clarified considering that;

* the appreciation of the .com domains and rise of the aftermaket is not granted to the people who were the first to foresee the future of net. It was rather the fruit of their visonary and timely investments.

* TDL's should be considered as net intellectual (or internettual!) properties which together with conventonal trademarks works pefect.
Those who complain about missing their company-name domains might have the same problem with their trademarks if they were not the first to attemt to convert their brands to the trademarks. yet, thousands of companies are suffering for tardemark disputes locally and internationally. (e.g. vakko, the nr.1 fashion brand of turkey can not sell  to u.s. because trademark problem!)

* I notice that the primary concern about new tdls is to protect the
brand and trademark owners and to offer more choices to the net users. these are good but what about the interests of domain investors who afforded time and capital in this field?

* All these happenings about the use of net and domain names were predictable but the relecvant parties were not good enough to adopt the necessary policies timely. Thus we are about the starting point once more. ICANN should consider the followings in order to avoid further confusion, bottleneck and problems.

1. Another NSI type registry monopoly should be avoided. If necessary, the new sole registry should be a non-profit cost-recovery institution.

2. The registry should accredit the registrars as per the current procedure.

3. New tdl's should be granted to the fields who do not have major conflicts with the existing system. i.e.

- the existing registry is converted to a pure .com registry
- net & org tdl's are taken out of the system to form the the main
  groups for the new registries.
- new tdl's are added for public access and general purpose where the
potential disputes (trademarks, etc) are minimized.
- each gTDL (including .com, net, org and newcomers) are asked to
create sectorized sub TDL's and to offer them to the use of net
  users.
- the existing domain owners will be asked to keep themselves under
one of these gTDL's and release the rest for the use of the other
beneficiaries. (many company keeps all of three gTDL domains now!)
- Just like cc.gTDL system each gTDL will have extensions for,
business or industr groups (2 letters only like  com.it,  com.tv
com.in) All the exsiting domain owners should choose their
extensions given them a notice time of 6 months - 1 year as a
  transition period.
- at the end of transition preriod whole system should be converted.
- ccTDL's are non-sense, unnecessary and against the global spirit of
internet. They create extra pollution and confusion while bringing,
almost no contribution. The should absoulutely be stopped!
- The total nr of gTDL's including the existing portfolio (mil, gov,
edu etc included) should be limited with 20 max. if possible 15. is
  optimum.
- .net gTDL migth be dedicated to internetonly!!! purposes. All the
internet businesses occupying considerable portion of .COM filed
will then transfer to NET creating a huge capacity at .com.
- .org might also be upgraded in a similar way.

To summarize; instead of adding uncontrolled number of additional gTDL's and thus spoiling the market again, I suggest to increase the efficiency of the existing system through versatility and ergonomy.

Hoping to be of assistance,

regards
