Verisign should prove to ICANN and the DoC that the proposed $5 million lump-sum
payment is sufficient for ICANN to guarantee a successor .org registry. The
proposed .org registry agreement must also contain a provision to address the possibility
that no qualified and viable organization is found to replace Verisign in managing
the .org registry.
