Unfortunately, the changes to the .org toplevel domain means that
individuals and non-incorporated organizations are shut out of the
domain registration process.  The rules for domain registration are
laid out clearly in RFC 1591:

ORG - This domain is intended as the miscellaneous TLD for
         organizations that didn't fit anywhere else.  Some non-
         government organizations may fit here.

This isn't limited to only non-profits entities and leaves the door
open for any type of organization.  Why the change?  This means that
people who have used .org in the past as a sort of miscellanous
toplevel are being completely shut out of the process.
