Your "transition period" will do nothing at all to respect "the interests of all
those affected by a change in .org policies". You have no right to change those
policies in such an arbitrary manner, and should acknowledge what it is you're trying
to do: simply confiscate domain names for no good reason. Even if there were
some valid reason for changing these policies -- and there isn't -- the only way
to truyly respect the rights of domain holders is to permanently grandfather all
current .org registrations.
