From RFC920:
"ORG = Organization, any other domains meeting the
second level requirements."

makes sense that any major organization, such as a university or corporation, be
allowed as a second level domain -- even if it has just a few hosts."
So...by
default a single person cannot own a second-level domain. I'm rather glad this was
superceded by RFC1591.
