I don't think there's any question that when RFC 920
was written, nobody envisioned an Internet where an organization... regardless of
its size... might have no more than one or two publically visible hosts. There are
no doubt quite a few sizable orginizations that are represented only by a handful
of DNS records and a couple of lines in a virtual hosting server. But the question
at hand isn't "how big an organization needs to be" but rather "what kind of organization
qualifies for a .org domain", and the original intent was clearly "Any organization
that doesn't fit under any other top level domain".
