I am a individual Internet user.
This is in response to a request for public comment on the "At-Large
Infrastructure Formation Proposals"
Article 2 Section 4 of the Proposal states:
"Decisions to certify an ALS require a 2/3 vote of all of the members of the
ALAC and shall be subject to review according to procedures established by
the Board."
 This provision states that the Board establishes the procedures to certify
an ALS.
 May I remind the ALAC that the board has removed the at large membership
seat on the Board.
Any group that purports to speak for the individual Internet user and does
not speak, in the first paragraph, to the rewriting of any ICANN law
necessary to address problems in the make-up of the present board, and in
the selection and tenure of the board members, is worse than useless. It is
a diversion of precious time and effort necessary to get the at large users
involved at all with ICANN.
 The ALS will be a fraud and ignored until something is done about the
make-up and tenure of THE BOARD.
