Dear ICANN Board Member,
ALTS is the leading national industry association whose mission is to promote facilities-based local telecommunications competition in the United States.  Created in 1987, ALTS in headquartered in Washington, D.C. and represents competitive local exchange carriers (CLECs) around the country that build, own and operate competitive telephone and data networks.  ALTS was founded to harness the shared energy and vitality of the new local competitors and to help ensure regulations for robust competition, spawned by the 1996 Telecommunications Act, are implemented and enforced.  ALTS produces important industry events, products and services to help CLECs win in the marketplace.

A key component of our outreach activities centers on our use of the Internet.  Our web site, www.alts.org, is used extensively by individuals and businesses who are searching for up to date and accurate information about the issues affecting competition in the local telecommunications marketplace.

Since the Internet is such an important tool for us, I felt compelled to write and express our desire to have you give careful consideration for the concept of a Global Advisory Council.  In our opinion, the .ORG Global Advisory Council could serve as the appropriate forum for ensuring that the views of the non-commercial Internet community can be heard.  If NeuStar is selected to operate the .ORG Regsitry, ALTS intends to actively participate in the .ORG Global Advisroy Council at the Selection Committee, Council or membership level.

Sincerely,

John D. Windhausen, Jr.
President
