As per Memorandum of Understanding between the U.S.Department of Commerce and ICANN
lower cost in the DNS is emphasized under the Clause C. Sub-Clause 2 under heading
Competition says:-2. Competition
This Agreement promotes the management of
the DNS in a manner that will permit market mechanisms to support competition and
consumer choice in the technical management of the DNS. This competition will lower
costs, promote innovation, and enhance user choice and satisfaction.
At present
Registry for Dot Com, Dont Net and Dot Org is charging $6.00 per Domains from the
Registrars. This is too much high and against the innovation. To ensure competition
in each local/country more Registrars should be invited in the DNS to facilitate
more international participation in its management. This would be possible, if initial
investment requirement would be minimized. This is possible, if present one time
fees of Verisign $10,000 should be reduced to the level of $2,000. This would not
effect the financial position of the Verisign. Total such fees from the Registrars
might have been collected by Verisign (earlier Network Solutions) about $1.40 Million.
While Verisign (earlier Network Solutions) as Registry for Dot Com, Dot Net and Dot
Org is collecting every year about $180 Million Dollars from Registrars as Registration
charges of Domains and to manage DNS. Therefore, reduction in one-time Registrar
fees of Verisign from $10,000 to $2,000 will enhance competition, as on July 1, 1997
as part of the Administration's Framework for Global Electronic Commerce, the President
of U. S. directed the Secretary of U.S. Commerce Department to privatize the management
of the domain name system (DNS) in a manner that increases competition and facilitates
international participation in its management.
