                 Many accurate evaluations have been posted.  There is a bit of pragmatic logic for the argument that this proposal is at least an evolutionary seed for a democratic process;  but I think we can do better. 

I believe that the views of the CPSR and those of Duncan Blake (see the link below; what? can't have two links?) best say what I would have hoped to say.
