My recommendation (to ensure
that the self nomination process works without over crowding the ballot) is the following: 1.
Allow anyone who gets nominations from 5% of the at large members in that region
on the ballot. 2. Allow the top two self-nominated candidates in region on the
ballot, as long as each has at least 10 nominations. 3. Allow all the members
to participate in each regional election. The by-laws specify that these representatives
are supposed to represent the ENTIRE membership. You ensure geographic diversity
by requiring that these representatives have diverse residences. But to achieve representation
you MUST make the representatives from each region subject to the votes of the entire
