Quote from the staff report:"...based upon its
historical experience, Image Online Design has not demonstrated the ability to grow,
even when performing other services such as web hosting and design."
ICANN is saying:
This company can't grow because they haven't already grown and with that demonstrated
their ability to grow.
(Sounds alot like the: "...for a registry to be able to
compete with .com it must be run by the people running .com." conclusion in an other
posting on this board.)
I don't find this relevant at all. IOD didn't need to grow
to run the .web registry with less than 20,000 domains registered. So they didn't.
And, regarding their "other services" I think it's completely up to IOD to decide
if they want to grow that business or not.
