to the Board of Directors on the merits of the request.". To me this sounds like
the Reconsideration Committee can just decide that such a request is NOT appropriate,
and even if it makes a recommendation to the board, the board can just decide not
to follow the recommendation.
Am I missing something?
However it's worth a try,
