I see that all seventeen applications associated with CORE / Ken Stubbs made it through:

The independent people did seem to favour CORE for example:

Applicants to become CORE registrars must submit a check for US$10,000 with their application, which will be reviewed by the accounting firm of ARTHUR ANDERSEN.

If ARTHUR ANDERSEN determines the applicant doesn’t meet the criteria, the deposit will be returned, minus a processing fee not to exceed US$1,000."


So CORE members were selected by Aruthur Anderson themselves, and then ICANN chose Arthur Anderson as the independent selection comitee to decide the merits of the applications and which should go through to the next stage.

Presumably this has absolutely nothing to do with Ken Stubbs.
