Subject: .xxx domains - why regulate content at all?

        I understand and agree that .kids is a bad thing - it's too difficult to handle in a culturally neutral way what constitutes safe material for children to see.  What I don't understand is why .xxx should be problem: I don't think anyone would complain if non-sexual content were put in a .xxx domain, and any legal sexually explicit content would be OK there as well.  There should not be the need for ICANN or any other organization to police the content on .xxx (obviously, any illegal material on .xxx would be in jurisdiction of governmental authorities, just as it would be in whatever domain it is registered.)        
I would expect that most porn sites would be happy to voluntarily switch over to .xxx; while there may not be any legal requirement to do so, I think that other pressures could make it in their interest.
So what is the objection to .xxx?
