Does ICANN really want COMPETITION for the new tlds?

Suppose the 19 biggest oil companies like Exxon, Chevron, Shell, BP etc. all combine into one company called Gas-Filias.  Now Gas-Filias will own and operate all gas stations not just in the US, but in the entire world. Where is the competition - it is a Cartel - it is a MONOPOLY.

Afilias has 98% of the market. Now matter how anyone can try to spin it including ICANN's Staff, this fact will not change.

Does ICANN truly want to bring in competition which they stress is a major criteria in their selection? If so, then Afilias cannot be awarded the .WEB domain.  With Afilias' existing 98% share of the market, how can they even be considered for the .WEB domain - doing so would only broaden the Monopoly.  This is clearly Anti-trust.  Why we are even considering this today in the Year 2000 is beyond me!
