He didn't mean pre-registrations in .web, he meant the "pre-registration" of .Web itself.

He felt that it would set a precident for anyone to claim a TLD and then step up to ICANN and ask for it on that basis.

Of course, now that there's an application process, there is no room to claim existing rights, unless they existed before-hand.

Since IOD and Name.Space are the only pioneers in this application process, this comment didn't quite make sense to me.

But that's just me, I guess.
