      The fact that ICANN is the body repsonsible for the formation of the Internet only serves to illustrate the fact that having a single body regulate such a fast moving medium as the Internet is counter to capitalism. Further, the extreme cost of the application process limits only select entities to develop and contribute to the development of the Internet. Draconian actions it would appear they are....Open the processs up by lowering the costs and establish a protocol that allows greater freedom and creativity to persons and entities that wish to contribute to the Internet.
