The ccTLDs are watching how ICANN will resolve the DotBiz issue, if a fair and just solution is not found they will know that ICANN cannot be trusted.  They know that if ICANN are allowed to pick off a TLD, or get away with any attack on the free roots, nobody will be safe.  However, the ccTLDs are not without power, and despite offerings to some of them from ICANN, they will use it, see the important link below.
