It is clear that VeriSign has grossly abused their power, is actively
engaging in copyright infringement, and is anticompetitive.  

They are also in violation of the Memorandum of Understanding that the
Department of Commerce has with ICANN.  specifically, it is a gross
violation of the principles in section II of the Memorandum.  I will cite
two examples.  

First, VeriSign's action has violated principle #1 on stability.  VeriSign's
action decreases the stability of the domain name system by dramatically
changing the behavior of the system.  Secondly, VeriSign and ICANN together
have jointly violated principle #4, regarding Representation.   Public input
was not sought on this dramatic change, it does not address needs of the
Internet community, and instead works against the community & competition.

Sitefinder must not be allowed to restart and steps should be taken to
prevent this type of action in the future.
