Subject: Requirement: Registrars MUST return any unpaid domain to the public domain within 90 days

As seen with Network Solutions, we do NOT want any future TLD to be held in such a monopoly manner.  There must be a requirement that whois return a VALID date when the domain is scheduled to expire and after 90 days from that date, it must become public domain once again.

Network Solutions is holding too many domains in their grasp and I believe other registrars will do the same if policies about this are not drafted.

There is also a Slashdot discussion on the issue:

There will also be requirements that registrars NOT be permitted to auction off domain names, just because the payment is overdue... UNLESS that domain can be registered on another registrar.
