new domains

I would be intereseted in the following:

- how serious is webnet.com? I did register with this company several names for 
the new domains .shop, .info, .arts and .web in order to fulfill orders from 
clients. 

- is it possible to register (or better pre-register) tld`s with iana directly?

I am engaged with some partners in key-systems.de.
