"cc" Top-Level Domain (again)



Sir or Madam:

At the end of this message, I have included the contents of an
e-mail that I sent you August 31, 1999, regarding practices by
Internet Services Corporation which I believe violate their
charter as an administrator of a country code top-level domain.

Is there an administrative body to which I can voice my concerns
about this perceived abuse of authority?  Is the IANA that body?

Please respond with a short note to let me know one of the fol-
lowing:  (1) you are not the proper authority to deal with these
concerns; (2) you are the proper authority, but you disagree with
my assertion that ISC's practices constitute a violation of their
charter with IANA; (3) you are the proper authority, and you agree
with my assertion, but there is no action that can be taken against
ISC.

Sir or Madam:

As a member of the Technical Services department at Ban-Koe Systems,
Inc., I recently received a solicitation from Internet Services Cor-
poration to register our company name in the "cc" top-level domain
("bankoe.cc" was their recommendation).

After some investigation, I discovered that the "cc" domain is one
of the country code TLDs, assigned to the Cocos (Keeling) Islands.
Internet Service Corporation's delegation of U.S. company names to
the second level of the "cc" namespace seems to me to be a violation
of the spirit of their charter as an administrator of a country code
domain.

I wonder whether Internet Services Corporation is the legitimate
authority for the "cc" domain, or whether this is a fraudulent offer.
If they are the legitimate authority, I wonder whether their namespace
delegation policy warrants further review by the Internet community.

I would appreciate a response to this note, just to let me know that
it was received by the appropriate authority, or that I should contact
somebody else with my concerns.
