Mime Type - Registration

Hello,
I am part of the development team at eFax.com.  We would like to apply
for our .efx file type to become a registered Mime type.  Are you the
group to talk to about registering Mime Types?  If so, please send me
all the necessary information and applications.  If not, then would you
happen to know who I should talk to about registering MIME types?
