That is exactly what I am asking: ** WHAT IS IANA ??? **
Perhaps, this following is a clue:

And all the people, everywhere they went
knew to their cost exactly what it meant

Yet another clue, still from Karl Weick's (1979), "The Social
Psychology of Organizing", p. 174:

"The important point about two horns in a dilemma is that those
 horns are distinct, cannot be merged or compromised, and whenever
 one horn is resolved, the other one remains to haunt the 
 organization. There are close resemblances between dilemmas and 
 puns. The multiple meanings in a dilemma simply don't go away;
 nor do the multiple meanings ...."

Therefore, there could only be a provisional of a provisional IANA 
at 30 September 1998. It should ASAP evolve to be a provisional 
IANA in a 2 - 6 months time. Then, an "all new IANA" should emerge, 
that consistently evolves and changes. Can you make IANA as 
affordable as possible? That will be better for poor countries.
