MarkMonitor respectfully submits these detailed comments on Module 4.
4.2.3 Community Priority Evaluation Criteria
Regarding Criterion #2, the requirements for nexus and uniqueness are
too stringent and may disqualify worthy applicants from being considered
a Community.
