The current evaluation process for community priority gives
points to applicants that restrict registrations to members of
the community.

That is the wrong way. Many communities are based on behaviour,
not formal membership.

On the other hand, there is currently no provision requiring a
community-based gTLD applicant to prove that the gTLD will be
subject to a credible community governance process.

"Proven accountability" should remember "card-carrying
members" criterion.

The litmus test for a credible community accountability is
whether there is an objective governance process by which
the respective community can replace the individuals in
charge of the day-to-day operations of the TLD.
