Board of Directors should be replaced (do NOT lift price controls)

Setting up a system that allows for extortion is never a good idea.   
Allowing the registrars to set their own prices for a domain name  
would do exactly that. The "extensive consideration and discussion"  
you had, must have been around how much the registrars must be  
putting in your pockets.. no rational human-being would think that an  
uncapped, unregulated set-your-own-price-scheme would benefit anyone  
other than the registrars.  Every member of the ICANN board of  
directors should be removed from office for this horrific self- 
serving piece of garbage proposal.
