Variable registration fees? This will certainly bring unwanted scutiny and
negative reaction towards overseeing bodies and registrars.
The registrars role is to organize the registration of names, and coordinate
the propogation of traffic through DNS. Allowing profit exploitation by
registrars puts them in an adversarial position with the registrants. This will
lead to many serious problems, undermining the integrity and security of the
domain name system.
In addition, it certainly adds the prospect of expensive legal conflicts
between ICAAN, registars, and registrants.
This will be a problematic policy, leading to a serious disruption of web-based
commerce. It should be immediately reconsidered.
