With the new regime of new gTLDs coming into play, ICANN appears to be
creating two, and as it may stand, three, tiers of Registry agreements
between incumbents and new registries.  ICANN should strive, over time, to
eliminate all differences between registry agreements so that transparency
and equivalent contracts become the ICANN standard.



With that view in mind, RNA Partners, Inc. supports Verisign allocating
single letters in the .COM Registry in the same manner that the .INFO and
.BIZ single letters were allocated in those registries, i.e. via the RSTEP
process.  In both of the cases the approach was successful and single
letters were allocated without issue. The .COM single letter domain name
allocation process should proceed as soon as possible to bring .COM into
alignment with other incumbent generic top-level registries in the treatment
of single letters to the benefit of those businesses which qualify to
register and use a single letter second level name.



We recommend that this process should proceed as soon after the conclusion
of the Verisign agreement on .COM as possible, so that ICANN can move to
reduce the three tiers of agreements to two, while serving registrants who
are interested in such domain names.
